BRUTE FORCE SECURITY IMPACT PATTERNS

CAREFULLY EXAMINING THE STATE-INITIATED brute force case study outcomes reveals persistent patterns of success and failure. After flagging security dangers from overuse and underuse of force, this chapter identifies the conditions under which state-initiated brute force works best, highlighting standards from which deviations could be measured and comparatively evaluated to determine the wisdom of force use. Identified initiator and target attributes linking to successful outcomes merit much higher policy priority than common but low-impact force legitimacy concerns.

Tables 5.1 through 5.10 provide a comparative overview of these findings through twenty indicators of the external and internal brute force case backgrounds, initiator profiles, target profiles, power ratios, and strategic outcomes. The case backgrounds identify the force initiator, force target, challenge dates, and force provocation. The initiator profiles identify the initiator’s purpose/rationale, force misperception, force commitment, and force restraint. The target profiles identify the target’s disruptive elements, societal order, tactical fluidity, and response capacity. The power ratios identify the initiator’s coercive advantage, domestic support level, exposure to outside intervention, and degree of violent target resistance. The strategic outcomes identify the initiator’s force effectiveness (short-run and long-run) and force legitimacy, and the case’s force aftermath (action–reaction cycles and regional contagion) and future prospects.
